He indicated my two Board colleagues and I had been duped. Nope. The contract was written in such a way as to provide the county the opportunity to get our entire investment back, if either side cancelled the agreement.<\/p>\n<p>Why then, did Ada County commissioners Dave Case and Jim Tibbs walk away from Ada County\u2019s $2 million investment in the project when it was fully refundable under the terms of the contract?
